Although The Simpsons is itself a show populated by fictional characters (see: List of characters from The Simpsons), there are also several characters within the show's universe who are fictional to the Simpsons characters themselves (see also: Show-within-a-show).
These include characters from TV and movies, as well as characters who appear on Halloween Treehouse of Horror episodes, which do not follow the show's continuity (if it can be said to have one).
The character's name may be a reference to Ed McBain, the pseudonym under which Evan Hunter wrote his famous 87th Precinct crime novels.

I think halloween-only characters (and malibu stacy) have no place here, this is for fictional -characters- that the simpsons know about and consider to be fictional.
Consider the Treehouse of Horror episodes to be stories that are fictional to the Simpsons' characters themselves, and therefore fictional fictional characters Fitch 20:03, 13 October 2005 (UTC)
From the article, "Homer states that God was his "absolute favorite science-fiction character"." Therefore in the Simpsons universe, God is a fictional character.

Though characters with faith are often made fun of, in the end the show always seems to prove that the joke is on the joker, not the jokee.

No character is fully mocked because of their spritual beliefs, even the annoying Ned Flanders is portrayed well at the end of the day.
