Voter registration lists often are riddled with inaccuracies because Americans are highly mobile, and local authorities, who have maintained most lists, are poorly positioned to add and delete names of voters who move within or between states.
Because of flaws in registration lists and other election administration procedures, HAVA mandated that any eligible voter who appears at the polls must be given a provisional ballot if his or her name does not appear on the voter registration list or an election official asserts that the individual is not eligible to vote.
Voter registration lists are often inflated by the inclusion of citizens who have moved out of state but remain on the lists.

In 2000 Florida was given a list of 8,000 names from a data broker since acquired by ChoicePoint, which incorrectly identified them as having felony convictions in the state of Texas.
The agency was pressed into service again when the Sheriff of Alamance County, North Carolina, submitted a list of registered Latino voters to the Department of Homeland Security's Immigration and Customs Enforcement office to cross check their immigrant status.

The first is a real-life proposal for the "East Harrison County Connector", which is proposed to run from US 90 near Rodenberg Ave in Biloxi northward across the Biloxi Back Bay to I-10 at the Woolmarket interchange (Exit 41).
