One interesting idea is that there are essentially two kinds of starships: Two-way ships have their own huge powerplants and are able to move from system to system as they wish, independently of whether there are refuelling in the systems or not (of course, very rare and expensive).
This wave travels FTL with the ship on it (you have to avoid instability; the tidal forces could rip you into quarks) until the destination, where another energy pulse is used to restore the vacuum energy; the ship is suddenly STL and moves with its original speed and velocity.
