Ministers welcomed the Hague Code of Conduct Against Ballistic Missile Proliferation, which came into effect in November 2002, as an important milestone in the effort to curb the proliferation of weapons of mass destruction and their means of delivery, and encouraged increased adherence by ARF countries.

EU foreign ministers on April 10 imposed a visa ban on 31 top Belarusian officials considered responsible for the conduct of the country's March 19 presidential poll, which the EU condemned as neither free nor fair.
Among the 31, there are three prominent members of the presidential administration, three ministers (but not the foreign minister), the head of the country's KGB, a number of judges, and the heads of regional electoral commissions.

On counterterrorism, in response to the leaders' request on September 19, we will be discussing the foreign ministers reply and we hope to issue what we're calling a progress report on our efforts, which I think you'll find interesting as to the various countries are co-ordinating and what measures have been taken.
But I didn't put it at the top of the list because we're very encouraged by the recent signs of deescalating tensions, but we are also conscious of the need to keep pressure on both parties to ensure discussions to make sure that no new problems arise.
I know that from our foreign minister's perspective, he's anxious to see this conference go forward and go forward sooner than later, but we'll have to see whether or not a consensus among the others on this.

BRUSSELS, Feb 18: European Union foreign ministers unanimously agreed on Monday to go ahead with sanctions against President Robert Mugabe’s regime and to pull EU election observers out of Zimbabwe.
Diplomats said that Schori, who is Sweden’s ambassador to the United Nations, had personally urged the foreign ministers to go ahead with the sanctions they had threatened against Mugabe since January 28.
In their statement Monday, the foreign ministers alleged that all 20 on the EU sanctions list were responsible for “serious violations of human rights and of the freedom of opinion, of association and of peaceful assembly in Zimbabwe.”

The EU took the measures after the head of its elections observer team was expelled from the country in a row over election violence, but there has been criticism that the sanctions are not working.
