The Committee commends Finland for being one of the first countries to ratify ILO Convention No.182 concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labour and that it is one of the major donors to the ILO International Programme for the Elimination of Child Labour (IPEC).
The delegation of responsibilities to local and regional authorities may enhance the involvement of local communities but, at the same time, it seems to hamper the full and equal implementation of the principles and provisions of the Convention owing to local and regional differences in its interpretation, its application and budgetary allocations.
The Committee is concerned at the fact that a number of children's wards have been closed or are threatened with closure because of cost-saving measures and that children are cared for in adult wards, sometimes even in the same room as adults.
