Lithuania is a parliamentary democracy, having regained its independence in 1990 after more than 50 years of forced annexation by the Soviet Union.
However, this year the Ministry has compiled a detailed list of abuses: 371 officers were recalled from duty for negative activities in the first 9 months of 1996--231 for disciplinary problems, 72 for various traffic violations, 9 for abusing their occupational privileges, and 10 for brutality.
Moreover, the chief resident of one of the major hospitals in Vilnius stated that soldiers in the army are constantly being treated for injuries resulting from abuse.

On 14 May 1993, the Republic of Lithuania became a member of the Council of Europe and on the same day it signed the European Convention on Human Rights which was ratified by the Seimas of the Republic of Lithuania on 27 April 1995 along with the Fourth, Seventh and Eleventh Protocols to the Convention.
Lithuania made a great progress in further securing and increasing the stability of institutions ensuring democracy, the rule of law, human rights and respect to national minorities as well the protection of their rights.
The list of temporary actions set forth in the Plan may be supplemented or amended upon the resolution of the Seimas of the Republic of Lithuania.
