These had led to 820 executions, 3,557 prisoners on death row—all for murder, 268 who died while incarcerated of natural causes, suicide or murder, 176 whose sentences were commuted by governors or state pardon boards, and 2,403 who were released, retried or resentenced by the courts.
From 1976–2004, out of 944 executions: 776 have been by lethal injection, 153 by electrocution, 11 by gas chamber, 3 by hanging, and 2 by firing squad.

 Illinois Mental Illness Law
The State's Attorneys of the several counties shall represent the people of the State of Illinois in court proceedings under this Chapter and in proceedings under Section 2-107.1 in their respective counties, shall attend such proceedings either in person or by assistant, and shall ensure that petitions, reports and orders are properly prepared.
If a certificate executed by a qualified examiner, clinical psychologist, or a physician who is not a psychiatrist was filed, the respondent shall be examined by a psychiatrist.
If a certificate is executed, the examining physician, clinical psychologist, qualified examiner or psychiatrist may also submit for filing with the court a report in which his findings are described in detail, and may rely upon such findings for his opinion that the respondent is subject to involuntary admission.

The Illinois Supreme Court rejected this argument, noting the serious problems presented by juvenile sex offenders and adding that the purpose and policy of the Juvenile Court Act had shifted to include the protection of the public from juvenile crime and holding juveniles accountable.
The Illinois court ruled that foster parent immunity was justified because the acts of foster parents mirror the care, supervision, and discipline of children exercised by parents.
The court also determined that the risk of wrongful execution was greater with juveniles because they had less time to develop ties to the community, compile a stable work history, and perform good works, which might be viewed as mitigating factors, and were more likely to waive their rights and give false confessions.

Whether or not the threat or use of the death penalty is, has been, or could be a deterrent to homicide is an empirical question that cannot be answered on the basis of gut feelings or on moral or political grounds.
Through letters and phone calls to some of those on the list, and to other criminologists, we were able to identify which of the former presidents were still living, and to obtain addresses for each.
A total of 71 individuals was identified: 29 from the Academy of Criminal Justice Sciences, 27 from the American Society of Criminology, and 15 from the Law and Society Association.

The death penalty in Illinois is not imposed fairly or uniformly because of the absence of standards for the 102 Illinois State Attorneys, who must decide whether to request the death sentence.
Justice Simon writes that he was executed because of this unconstitutional aspect of the Illinois law -- the wide latitude that each Illinois State's Attorney has to determine what cases qualify for the death penalty.
This was the climate in 1977, when the Illinois legislature was faced with the momentous decision of whether to reinstate the death penalty in Illinois.

 Opinion: Moratorium needed
The movement for a moratorium on the death penalty is making impressive headway nationally among supporters as well as opponents of capital punishment because of growing awareness that the system is profoundly unreliable and unfair.
Any responsible reassessment of capital punishment should, at a minimum, deal with the danger inherent in executing someone whose conviction depends solely on an uncorroborated confession or on the testimony of a single eyewitness, a jail house snitch or a co-defendant.
The mentally retarded, who should not be executed in any case, are especially susceptible to being sold out by their partners in crime.

"The innocence list," a listing of 102 former inmates taken off of death rows across the country, may be the most powerful weapon fielded by opponents of capital punishment.
Many of those on the list, while removed from death row, clearly committed the crimes for which they faced execution, say some officials and capital-punishment supporters who have examined some or all of the cases.
The people on the list at one time were convicted and sentenced to death, but they were restored to the status of innocent for reasons such as a retrial, pardon or appeals-court action.

Although numerous agencies, organizations, and individuals are working feverishly to reverse the downward trend in mussel populations, there has been no document of national scope to focus research, technology, and facilities on conservation management through protection and propagation of species of risk.
The last comprehensive mussel survey of the Illinois River, conducted in 1966-69, revealed that 25 of the 49 species once found in the river had been extirpated; extensive stretches of the upper river, once densely populated with mussels, did not yield a single living specimen.
External identification of individual mussels is highly desirable for following passive and active movements, population studies, and labeling for studies of growth, reproduction, genetics, and physiology.

So it seems absolutely inexplicable that their military is falling apart to the point they depend on the U.S. for anything resembling defense, that they have little to no internal industry, that they have a massive bureacratic government that taxes their people blind and nationalizes medicine.

It is to be considered Monday by a committee, which could refer it to the 550 AMA delegates for a vote later in the week.
``The possibility exists that in several states innocent individuals may be executed because medical technology will not be made available in time to prevent their death,'' the resolution says.
The resolution notes the moratorium imposed by Illinois Gov. George Ryan in January in light of the 13 death row inmates who were cleared and released since the state restored capital punishment in 1977.
