New Hampshire is the only state that does not mandate public kindergarten, partly out of frugality and lack of funding, and partly out of belief in local control, a philosophy under which towns and cities, not the state, make as many decisions as possible.

New Hampshire was only one of 19 states that allowed for the execution of individuals who committed their crimes while under the age of 18, although the people of this state, through their elected officials, had voted to change that indefensible law a year ago.
It should be noted that New Hampshire, to our knowledge, has never executed a juvenile and has not put an adult to death since 1939.
