List of international call prefixes - Wikipedia, the free encyclopedia
International phone numbers are usually written with a + before the phone number, and some phones allow this to be entered directly, often with two consecutive presses of the * key.
Finland, where to encourage competition between international telephone carriers, a system of prefixes beginning with 99 was introduced in addition to the 00 prefix.
The domestic call prefix 8 and international call prefix 8~10 are to be replaced by the ITU-recommended dialling prefixes of 0 and 00.

Prefixes are not part of the number and are not signalled over internetwork or international boundaries.
It is recommended by the CCITT that the Administrations of countries that have not yet introduced automatic international operation, or Administrations that are, for various reasons, revis- ing their numbering plans should adopt an international prefix (a code for access to the international automatic network) composed of the two digits 00.
For national calls between number- ing areas or local networks the subscriber number may be preceded by the national prefix and the national destination code.

 LincMad: International Telesleaze Prefixes
Carrying a call ten meters from the inbound switch to a conference bridge in the next room is not what I consider "use of the domestic network." Worse, the charges are often inadequately disclosed, and the consumer has little or no protection against misleading or outright fraudulent use of these international numbers.
For instance, calls to India may be cheapest in the middle of the day and most expensive in the middle of the night.
Remember, you must have two calls, one telesleaze and the other not, to the same country, on the same long-distance carrier, with the same international rate plan in effect, in the same rate period, but with a higher charge for the telesleaze number.

List of country calling codes - Wikipedia, the free encyclopedia
This is a list of country calling codes defined by ITU-T recommendation E.164.

Finally, as of the 1933 list, with the widespread adoption of radio, the visual signal assignments were eliminated as no longer needed, although ships that had radio transmitters were now instructed they could employ their radio callsigns for signal letter purposes.
A note appearing with the June 30, 1912 lists stated that "Radio call letters of American vessels on the Atlantic and Gulf in the K series are subject to revision under international agreement".
However, according to the station lists appearing in the latter publication, it is clear that the commercial land stations were actually being issued calls in the opposite pattern, i.e.

 Mystique of the Three-Letter Callsigns
Three-letter calls in the United States are an emotional topic for many -- the "passing" of one leads to mourning and oratory on the need to protect these historic creatures from extinction.
The call letters assigned to the United States are all combinations (676) beginning with the letter N and all (676) beginning with the letter W, and all combinations (598) from KDA to KZZ, inclusive.
The "Call" column lists the current call of the original station, with stations that have dropped their three-letter call listed in parentheses and in lowercase.

 Mystique of the Three-Letter Callsigns
Notice the policy was that calls for ocean-going ship stations started with a different letter than the land stations they communicated with: in the West ships received W-- calls and land stations were assigned K--, while the reverse was true in the East, with K-- ship calls and W-- land calls.
Since then "independence" has become more common, for in addition to the total of 57 active AM three-letter calls as of January 1, 2006 there are 12 independents, for a total of 69 different three-letter calls on all bands.
However, of the 36 calls which have disappeared from the AM band, 12 still live on as FM or TV stations [7 K's/5 W's], so counting all bands the current number of surviving unique three-letter calls is now 69 [34 K's/35 W's].

The "SI second" (formerly called "atomic second") is now defined as equal to 9192631770 periods of the radiation corresponding to the transition between the two hyperfine levels of Cesium-133.
This mean solar second came under international scrutiny by the CGPM in 1954, and the BIPM proposed (in 1956) a new official definition of the second: The definition of the so-called ephemeris second is based entirely on the orbital period of the Earth, which is steadier than its spin.
