Those species that are of a concern in agricultural situations, but do not pose a threat to rangelands, forestlands and wetlands have not been included.
Exotic species typically used in range restoration which are known to be invasive have not been included.

The Rhode Island Invasive Species Council includes members of the nursery industry who are, understandably, concerned that we fully understand the invasive potential—or lack thereof—of various cultivars and hybrids of a species before including a species on a list that will be disseminated to the general public.
The species of greatest concern to the nursery industry are Norway Maple, Japanese Barberry, Winged Euonymus, and some of the bush honeysuckles such as Morrow Honeysuckle and Bella Honeysuckle, all of which meet Criteria 1 through 9, and are widespread in the state.
To be considered "Restricted and Invasive," a species must be common in at least part of the state or a particular habitat type(s) in the state and with some populations in minimally managed natural habitats.

FLEPPC goals are to build public awareness about the serious threat invasive plants pose to native ecosystems, to help secure funding and support for control and management of exotic pest plants, and to develop integrated management and control methods to prevent the spread of exotic pest plants throughout Florida.
