  SIA Youth Scholarship --
Pre university education in Singapore is also for two years and is done mostly in a Junior College (or abbreviated as JC).
Colleges like Anderson Junior College and Saint Andrews Junior College may not be of the same level as others, but then scholars do find a lot of opportunities to excel in academics and co circular activities and represent their colleges.
All the Junior Colleges are very strict in disciplinary matters and expect a good code of conduct from every student especially the scholars.

The agency in Singapore said that it was “deeply dismayed” at any impression it was responsible for the problems facing the junior faculty and students who are doing work at Hopkins-Singapore.
National University of Singapore, in my mind, provides an excellent example of this: They hire scholars who are good, not necessarily because they are Chinese or German; pay stipends to graduate students (many are from America, Austrlia, and Britain); and are on the cutting edge of scientific research because of fantastic research centers.
