As micronation Sealand is mostly harmless, but there's a lot of fine print, "mostly" does not mean "completely", gullible folks lost some real money.
A more effective procedure could be that the subtag review list gets a copy of all proposals for new code elements - maybe that boils down to "subscribe some newsletter to the subtag review list".

I don't think any of you would consider these systems to be Nomic variants, even though they are simulations of legal systems and many of these are --uh-- recreational.
In my opinion, a Nomic variant is a game in which attempts to alter the ruleset are a major part of the play.

I rather like the idea of micronations, and I think it's sad that they aren't allowed to function and be sovereign in modern times.
Someone told me that there was once a micronation somewhere in southeast Asia that called itself "Usa" (pronounced "oosa") which produced cheap consumer goods with the designation "made in usa".
My favorite micronation that deserves my wider recogntion is Kraig Grady's Anaphoria which has gone so far as to invent his own musical instruments and he own micro-tonal scales (with nods to Harry Partch).
