 N. AMERICAN ENVIRONMENT MINISTERS MEET ON CROSS-BORDER ISSUES
Reflecting a general drive towards standardisation, the environment ministers also agreed to conduct a comparative study of the air quality standards, regulations, planning, and enforcement practices in the three countries, and to conduct a survey to obtain information on the comparability of North American environmental standards governing construction and operation of electricity generating facilities.
Ministers agreed to develop a new North American Regional Action Plan targeting the harmful pesticides lindane and chlordane and proceed with a pilot project to track hazardous waste movement between Canada and the US by means of an electronic notification system.
In their communiqué, the three environment ministers encouraged further public participation in the area of trade and environment.

 First Joint Meeting of the Health and Environment Ministers of the Americas
In March 2001, the First Meeting of the Environment Ministers of the Americas was held in preparation for the Third Summit of the Americas in April 2001.
David Anderson, Minister of the Environment for Canada, said the meeting marked an important milestone connecting the Rio Earth Summit, the Summit of the Americas and the upcoming World Summit on Sustainable Development.
The ministers conclude by observing that this Communiqué establishes a hemispheric agenda reflecting their common concerns, and stating that they are prepared to take actions based on this agenda that will improve people’s quality of life on the path to sustainable development for the entire region.

It provides that where a substance is not listed in Schedule I (or where it is listed but the Ministers of the Environment and of Health believe it is not adequately regulated) and the Ministers believe that immediate action is required, an "interim order" may be made in respect of the substance.
If a provision relating to the environment in pith and substance falls within the parameters of any power assigned to the body that enacted the legislation, then it is constitutionally valid.
These listed substances, toxic in the ordinary sense, are those whose use in a manner contrary to the regulations the Act ultimately prohibits.

Pakistan's current prime minister is a big landlord from Baluchistan who once called on the army to suppress his peasants, in Zia's time.
UPI reported, "Prime Minister Thaksin Shinawatra told the panel that while Thai soldiers were safe, he would not allow them to risk "mortal danger."" I'd say that the coalition of the willing is pretty shaky if troops are only being supplied on the condition that their safety be guaranteed.
Turkish Interior Minister Cemil Cicek said Monday that the ball is in the court of the US and the Interim Governing Council with regard to the question of deploying Turkish troops in Iraq.
