Kent, which had been ruled as a Mercian territory since 785, rose in rebellion in 796.
Coenwulf won the Church's backing for a reconquest of Kent, in large part due to its dissatisfaction with the exile of the pro-Mercian Archbishop of Canterbury, Aethelheard, who fled in the face of the rebellion.
Cuthred reigned in Kent from 798 to 807; when he died, Coenwulf took control of Kent in name as well as fact.

 Brytenwealda - Wikipedia
When a Bretwalda ruled over a larger kingdom, such as a Mercian ruler over East Anglia, the relationship would have been more equal than in the case of a larger kingdom ruling over a smaller one, as in the case of Mercia and Hwicce.
The original lists of Bretwaldas did not contain the kings Ethelbald and Offa of Mercia, but in all probability they were considered overlords in their time and are included above.
Bede does not record Ethelbald or Offa as Ethelbald lived at the same time as Bede (Bede commented little on current affairs in his Historia Ecclesiastica gentis Anglorum) and Offa was after Bede's time (Bede died in 735).

Some of the material might therefore be a little dated now; but there is also the virtue that these histories are going to be largely innocent of the brainless Marxism and the kinds of politically correct "race, class, and gender" analyses that have become popular in "post modern" academia.
The only drawbacks are that (1) Thompsett's lists are, indeed, genealogical, which means it is sometimes hard to find unrelated rulers in a succession, and (2) the entries are very summary, without any explanation of may be happening as, for instance, domains are divided among multiple heirs.
However, both Tompsett and WW-Person list Stephen Count of Champagne, Meaux, and Troyes (Tompsett twice, as son of both Herbert the Elder and Herbert, Count of Meaux, identified as "Herbert the Younger").

Ine made peace with Kent in 694, when its king Wihtred gave him a sum in compensation for the death of Mul, brother of Caedwalla, who had been killed during a Kentish rebellion in 687.
Ine also sought to keep the South Saxons, conquered by Caedwalla in 686, in subjugation; around the year 692, he installed a kinsman of his, Nunna, as a client king over them.
In 694, Ine became the second Anglo-Saxon king to issue a written code of laws, after Ethelbert of Kent.

 Encyclopedia of Criminology
Between 601 and 604 Aethelbert of Kent promulgated the first in a series of Anglo-Saxon laws called "dooms," which prescribed monetary fines for different kinds of criminal offense.
An early manifestation of this struggle was the campaign waged in the early 1600s by the Chief Justice of the Court of King's Bench, Sir Edward Coke, to combat the authority of the royal courts.
That backlash came in the form of the "Glorious Revolution" of 1688, a velvet revolution that peacefully deposed James II and elevated William of Orange, a grandson of Charles I, to the throne.
