Coastal states tend to have a disproportianent number of species anyway-warmer temps, more rainfall.
But note the high number of species in California-now that state does have a number of interesting and varied habitats, but I just can't believe that they can outrank some of the other states on the list.
I do not believe the ESA should be totally scrapped, as it serves as a reference point for rarity (at least until the different states can come up with their own lists of rare stuff), and serves its purpose on Federal land, but its powers of private individuals should be greatly reined in.
