Subnational entity is a generic term for an administrative region within a country — on an arbitrary level below that of the state sovereign state — typically with a local government encompassing multiple municipality municipalities, county counties, or provinces with a certain degree of autonomy in a varying number of matters.
A government proposal in 2004 is suggesting that the counties be replaced by five large regions with health care as their sole responsibilities; two regions in Jutland, two regions in Zealand and one region covering Funen and the southernmost part of Jutland.
The proposal also requires the municipalities to merge reducing them from 271 to about one hundred, with a minimum of 30,000 inhabitants each, although with room for exceptions.

I spoke with some ecuatorians and it seems that some sort of districts (I assume that subdivisions of the provinces or perhaps municipalities formed by one town and several villages) have flags owned.
