Simply because national power is a dynamic force by which new productive resources are opened out, and because the forces of production are the tree on which wealth grows, and because the tree which bears the fruit is of greater value than the fruit itself.
She was, however, quite willing to supply the Continental nations with the far finer fabrics of India at lower prices, and willingly yielded to them all the benefit of that cheapness; she herself would have none of it.

Lobbying and Intergroups: EP Study PANA W-5/rev. - RULES ON LOBBYING AND INTERGROUPS IN THE NATIONAL PARLIAMENTS OF THE MEMBER STATES
In most of the national parliaments, practice and the rules applied allow committees to listen to the opinions of persons or organizations from outside parliament, in particular through public hearings, where this procedure is considered necessary
Several national parliaments apply a system similar to that of the European Parliament, issuing access cards or passes of variable duration, as and when requested by members of parliament or political groups, which allow the holders to establish contacts and/or gain access to certain parts of parliament buildings and/or to attend public meetings.
The return of Parliament to basic legislation of principle, keeping the adoption of laws to a minimum and publicizing or 'proceduralizing' access of pressure groups to the pre-legislative stage would be the best means of resolving the issue of lobbying.

A-list message, [A-List] Prodi: national ministers to fight back
The plans, which are meant to gird the West European bloc for a historic extension to the east, court a clash with member states like France and Britain that resist a significant dilution of their national authority, diplomats in Brussels said.
This angle on the story from Thursday's IHT had an interesting perspective on how the contradiction between the centralising commission and the national governments will play out: the national governments will propose enhanced powers for the Council of Ministers, and related structures.
On another key point, the commission is seeking more binding force for the economic policy guidelines that it parcels out to the national governments within the euro zone.

Federal Union Europe needs influential national parliaments
The principal reason why the EU does not involve national parliaments in its workings is because of its diplomatic origins.
In each case, the proposals on openness and accountability we have already set out are the best means of ensuring that national parliaments can protect the principle of subsidiarity and the interests of the member states.

Statewatch News Online: EU: Data retention - national parliaments express concern and opposition
Pressured to give examples of the necessity of data retention for law enforcement, Donner admitted he had not told the 'full truth' to Parliament in the previous meeting when he pointed to 'the success of mandatory data retention in the UK'.
Minister Donner said he would write a letter to Parliament in January, answering some of these questions, but said it wasn't possible for parliament or internet-providers "to frustrate the European decision making process", since the Netherlands were 'only accommodating this process as chairman of the EU.'
In full support of the open letter, the Dutch judicial committee asked the Justice Minister, Donner, to provide proof of the necessity, proportionality and costs of the obligation, before adopting any official Dutch position.
