LP News Sep96 - Proposals attack on innocent Americans
President Bill Clinton and congressional Republicans are using the recent attacks on TWA Flight 800 and the Olympic games to try to pass a "wish list" of unconstitutional legislation under the guise of fighting terrorism, Libertarian Party presidential candidate Harry Browne charged recently.
Browne spoke out against a wide range of so-called "anti-terrorist" proposals from the White House and congressional Republicans-including roving wiretaps, no-warrant wiretaps, extending RICO laws to terrorists, Internet censorship, government-mandated taggants, and efforts to weaken computer privacy.
The Libertarian candidate said the "anti-terrorist" proposals-and the bi-partisan haste to pass them into law-dramatically illustrate the importance of having another choice in the 1996 presidential race.

ICOMOS Proposals for achieving a more representative sample of cultural heritage on the World Heritage List
The increased number of new nominations and the much greater attention being given to state of conservation reports on properties already inscribed on the World Heritage List is subjecting the meetings of the Bureau and the Committee to enormous strain.
It is suggested that consideration might be given to abandoning the present practice of submitting all new nominations to the Bureau at its meeting in June.
The policy of "twinning," whereby a State Party already well represented on the List and with experience in the mechanics and objectives of the Convention could provide assistance to one or more under-represented States Parties, with the involvement of ICOMOS and the World Heritage Centre, should be actively promoted.
