Political parties, as agents and instruments of citizens' participation in political life, shall guarantee non-discrimination against women both in their internal functioning and in the processes for gaining access to public institutions of representation and government.
Lists of candidates drawn up with a view to participation in an electoral process shall have at least the same proportion of women and men as in the parties' organs of government and internal representation, in accordance with the system established in articles 3 and 4 of this Law.
Political parties shall have one year, from the date of publication of this Law, to bring their organs of government and internal representation into line with the provisions of this Law.

Brazil is a constitutional federal republic composed of 26 states and the Federal District.
In 1995 Congress passed legislation that recognized and assigned government responsibility for the deaths of political activists who "disappeared" during the military regime while in the custody of public officials, and obligated the Government to pay indemnities of between $100,000 and $150,000 (200,000 to 300,000 reais) to each of the families.
Diverse ethnic and racial groups, including indigenous persons, while free to participate politically, are not represented in government and politics in proportion to their numbers in the general population.
