  Yemen Gateway: party law - a comparative perspective
In Yemen a party is granted legal status by the approval of the Committee for the Affairs of Parties and Political Organisations (CAPPO), which consists of the Minister of Legal and Parliamentary Affairs as chairman, the Ministers of the Interior and Justice as members, and four non-partisans who must be either retired judges or lawyers.
Parties are associations oriented to the formation of political opinion at Federal or Land level and to participation in the representation of the people in the Federal Parliament (Bundstag) or Regional Parliaments (Landtag).
Party or political organisation: any group of Yemenis organised according to common principles and objectives based on constitutional legitimacy, who exercise political and democratic activities with the aim of achieving the transfer of power or sharing thereof using peaceful means.

 Commentary on the law of political parties
Nor was there much evidence of new parties based around popular or grass-roots movements; on the whole they represented elements of Yemen's existing political elite - either the establishment elite or those sections of the elite that for one reason or another had become excluded from the establishment.
The political equation was not changed by them; the elements were all familiar, their strengths and weaknesses understood, even if some of the party names were new.
Some of the smaller parties detected a more sinister motive, arguing that the registration process (and the subsequent supervision of their finances and internal organisation proposed by the law) was unnecessarily intrusive.

The legislature in Djibouti is composed of a unicameral Chamber of Deputies.
The names of members on the party lists must be submitted to the electoral authorities of the Ministry of Interior at least 15 days prior to the start of the campaign.
The latest presidential elections in Djibouti took place on April 8, 2005, although the opposition parties had called on citizens to boycott them because the conditions for conducting free and democratic elections were not being met.

Issues that fall under the Family Code are brought to civil court, and both parties are given the opportunity to present their case to the judge; the court then tries to reach a reconciliation agreement between the two parties.
The opposition claims of massive fraud centered on the electoral list, which was not made public, and accusations that the Government stuffed ballot boxes, mobilized military units to vote multiple times and intimidate opposition supporters, and changed vote counts in some districts.
The four opposition parties refused to participate, charging that the Government was not serious because it had failed to respond to human rights claims filed by the parties during the year.

According to Ethiopia's proclamation for party registration issued in 1993, to receive a license a national party should have 1,500 founding members with 40 percent of them expected to be regular residents of a region and the rest at least permanently living in four regions.
A regional political party having 750 founding members with over 40 percent of them being permanent residents of a region can operate legally after registering and receiving a license.
The SEPDC was formed on March 11, 1992 as a coalition of ten political organizations that had seats in the Council of Representatives (transitional parliament) and representing five regions (7, 8, 9, 10 and 11) formed by proclamation n°7/1984 (1992).
