Asia Society: Publications - Hong Kong: The Challenges of Change
As Hong Kong journalists were invited to be part of the press corps accompanying the premier's tour, mainland officials may have expected them to behave like their mainland counterparts, hence the angry outburst.
The formation of political parties and the need to appeal to the public for support have already created a less compliant legislature which is unlikely to return to the cooperative approach of the colonial era or the Provisional Legislative Council's interlude.
Hong Kong's first constitution, the Charter of the Colony of Hong Kong (1843), created the Legislative Council as an advisory board to the governor, who was empowered, with the advice of the council, to enact all laws and ordinances of the colony.

The pro-business Liberal Party was hit by the resignation of 19 members who quit en masse in protest over a party decision to drop their fellow member, Jennifer Chow, from the candidate list in a Hong Kong constituency.
Since a party will win seats in a constituency according to the proportion of votes it gets, only those candidates ranked at the top of the party list have a good chance.
Political analysts say the in-party fighting is another cloud over the election, which is already suffering from low voter registration linked to discontent with the new system overall, which has substantially reduced the level of democracy and the number of people who are eligible to vote.

Hong Kong's reexport business to and from China is a major driver of growth.
GDP growth averaged a strong 5% from 1989 to 1997, but Hong Kong suffered two recessions in the past six years because of the Asian financial crisis in 1998 and the global downturn in 2001 and 2002.
Although the Severe Acute Respiratory Syndrome (SARS) outbreak also battered Hong Kong's economy, a boom in tourism from the mainland because of China's easing of travel restrictions, a return of consumer confidence, and a solid rise in exports resulted in the resumption of strong growth in late 2003 and in 2004.

Oxford Scholarship Online: Political Parties in Advanced Industrial Democracies
Abstract: This book is one in a series (Comparative Politics) for students and teachers of political science that deals with contemporary issues in comparative government and politics.
This has enabled them, on the one hand, to remain central to democratic systems, especially in respect of the political functions of governance, recruitment and, albeit more problematically, interest aggregation.
Those who understand democracy primarily in terms of popular choice and control in public affairs will probably see parties as continuing to play a central role, while those who place greater store by the more demanding criteria of optimizing interests and instilling civic orientations among citizens are far more likely to be fundamentally critical.
