		The formation of political parties and the need to appeal to the public for support have already created a less compliant legislature which is unlikely to return to the cooperative approach of the colonial era or the Provisional Legislative Council's interlude.
		Hong Kong's first constitution, the Charter of the Colony of Hong Kong (1843), created the Legislative Council as an advisory board to the governor, who was empowered, with the advice of the council, to enact all laws and ordinances of the colony.

		The pro-business Liberal Party was hit by the resignation of 19 members who quit en masse in protest over a party decision to drop their fellow member, Jennifer Chow, from the candidate list in a Hong Kong constituency.
		Since a party will win seats in a constituency according to the proportion of votes it gets, only those candidates ranked at the top of the party list have a good chance.
		Political analysts say the in-party fighting is another cloud over the election, which is already suffering from low voter registration linked to discontent with the new system overall, which has substantially reduced the level of democracy and the number of people who are eligible to vote.
