The other 25% would be allocated by the party list form of proportional representation, with the votes of those candidates already elected in the single-member districts excluded from the party totals, which would provide a mechanism for the list seats to compensate for distortions in the single-member district seats.
Parties also are now required to alternate male and female candidates on their lists, although the effect of this will be limited since at most one quarter of the seats will be filled from the party lists.
All of this was in addition to the elimination of public financing of political parties by a companion referendum in April.
