In particularly volatile areas such as the “middle belt” and the Niger Delta where a violent response may be expected by voters frustrated in their efforts to register or vote, officials should redouble their efforts to ensure that citizens are treated fairly and have an opportunity to register and vote.

Politics of Niger takes place in a framework of a semi-presidential representative democratic republic, whereby the President of Niger is head of state and the Prime Minister of Niger head of government, and of a pluriform multi-party system.
As a reflection of Niger's increasing population, the unicameral National Assembly was expanded in 2004 to 113 deputies elected for a 5 year term under a majority system of representation.
Niger's new constitution restores the semi-presidential system of government of the December 1992 constitution (Third Republic) in which the President of the Republic is elected by universal suffrage for a five-year term, and a prime minister, named by the president, share executive power.

Niger is a republic that returned to democracy in 1999, following coups d'etat in 1996 and 1999, and continued efforts to consolidate a democratic system and a constitutional government.
On January 27, Adam Amenge, the President of the local chapter of the National Movement for the Development of Society (MNSD) Party in Tchirozerine, Agadez region, was killed; Rhissa Ag Boula, the then-Minister of Tourism, was implicated in the case and resigned.

Niger is bounded by Algeria on the northwest, Libya on the northeast, Chad on the east, Nigeria and Benin on the south, and Burkina Faso (formerly Upper Volta) and Mali on the west.
The nomadic peoples in north and central Niger practice animal husbandry, but their livelihood was adversely affected by drought in 1968-74, in 1984-85, and again in the 1990s and by the closing of the border with Nigeria from 1984 to 1986.
The chaotic political situation was further destabilized by mutinies by unpaid soldiers, strikes by civil servants and employees of state corporations, and a continuing rebellion by the Tuareg minority in the north.

In July 2001, NDI instead convened a political party roundtable for Beninese political party leaders and other interested groups to evaluate the role of political parties in the presidential elections and to make concrete recommendations for improving the country's electoral and political processes.
NDI implemented a series of political party trainings for candidates to the local elections focused on new decentralized local government structure, public speaking, and debating skills.
In December of 2002, NDI deployed a high level international team of seven experts to assess the political environment in the pre-election period, and to remind the Beninese political leaders of the need for credible elections that could strengthen the country's democratic institutions and help mitigate potential violence or conflict during the election period.
