Article 21 of the Basic Law places certain restrictions on the ideological orientation of political parties: "Parties which, by reason of their aims or the behavior of their adherents, seek to impair or abolish the free democratic basic order or to endanger the existence of the Federal Republic of Germany, shall be unconstitutional.
The decision to regulate the organization and activities of political parties reflects lessons learned from Germany's experience during the post-World War I Weimar Republic, when a weak multiparty system severely impaired the functioning of parliamentary democracy and was effectively manipulated by antidemocratic parties.

While the Committee is encouraged that the State party has taken measures to ensure the school environment remains drug-free for children, it remains concerned that measures for monitoring drug abuse among children as well as their involvement in drug trafficking outside of schools have not been fully developed in the report.

One country, Saint Lucia, speaking on behalf of the Organization of American States, pointed out that countries in Central America were eager to comply with the treaty and to cooperate fully where transparency and exchange of information were concerned in order to obtain outside assistance in eliminating their anti-personnel mines.
Protocol II as amended also remains the only international instrument specifically governing the use and transfer of anti-vehicle mines and establishes the rule that those who use mines of whatever type are responsible for their removal at the end of hostilities.
