Slovenian intellectuals who belonged to liberal political circles drafted a so-called Slovenian national program based on claims that Slovenia was exploited in Yugoslavia and that it should become an independent state.
For their parts, the leaders of the League of Communists of Slovenia and the League of Communists of Croatia came to the Congress intending to show that a joint Yugoslav party was not possible any more, and they walked out of the Congress before it ended.
