Yemen Gateway: party law - a comparative perspective
In Yemen a party is granted legal status by the approval of the Committee for the Affairs of Parties and Political Organisations (CAPPO), which consists of the Minister of Legal and Parliamentary Affairs as chairman, the Ministers of the Interior and Justice as members, and four non-partisans who must be either retired judges or lawyers.
Parties are associations oriented to the formation of political opinion at Federal or Land level and to participation in the representation of the people in the Federal Parliament (Bundstag) or Regional Parliaments (Landtag).
Party or political organisation: any group of Yemenis organised according to common principles and objectives based on constitutional legitimacy, who exercise political and democratic activities with the aim of achieving the transfer of power or sharing thereof using peaceful means.

Commentary on the law of political parties
Nor was there much evidence of new parties based around popular or grass-roots movements; on the whole they represented elements of Yemen's existing political elite - either the establishment elite or those sections of the elite that for one reason or another had become excluded from the establishment.
The political equation was not changed by them; the elements were all familiar, their strengths and weaknesses understood, even if some of the party names were new.
Some of the smaller parties detected a more sinister motive, arguing that the registration process (and the subsequent supervision of their finances and internal organisation proposed by the law) was unnecessarily intrusive.

However, unresolved political differences resulted in a full-fledged civil war between the forces loyal to the former states in early May 1994, and southern leaders declared secession in late May 1994.

SILVER LINING - Barren political parties & change drive - opinion - Yemen Times
The political parties which repeatedly call upon the regime of President Ali Abdullah Saleh to respect democracy and peaceful transfer of power, including Islah, have violated their own rules of democracy.
This is not the case of the Islah party alone but also of most of the political parties in Yemen, except the Unionist Nasserite Party which last year brought in a completely new leadership.
The leaders of these parties should not ask for a change of president in the ruling party, if they are not able to practice it in their own parties.

IDEA's Middle East political party initiative will build on IDEA's ‘Democracy in the Arab World’ project that oversaw the publication of three reports on political party, electoral processes and women participation in Egypt, Jordan and Yemen in 2005.

Notwithstanding the political reasoning behind it, in its 1992 Declaration the Federal Republic of Yugoslavia stated that it "shall strictly abide by all the commitments that the former Socialist Federal Republic of Yugoslavia assumed internationally".

Yemen had received a U.S. AID mission--withdrawn, to the chagrin of the government, due to U.S. security concerns in 1996.
In response, Yemen noted that it had deported 5000 non-Yemeni veterans of the U.S.-subsidized anti-Soviet war since 1998--the year of the embassy bombings in Kenya and Tanzania attributed to al-Qaeda--and was cracking down on Yemenis suspected of having had al-Qaeda ties while in Afghanistan.
Vice President Cheney meeting with President Saleh in Yemen March 14, "indicated that in addition to being responsive to Yemen's request for training its special forces in their counter-terrorism mission, the United States is planning to address essential military equipment needs and to increase assistance to Yemen's Coast Guard and economy" (Yemen Times, March 18-24).
