Polity IV Country Report 2003: Philippines   (Site not responding. Last check: 2007-11-04)
Historically, Philippine politics have been plagued by factional violence between the numerous, and ever-shifting, political clans (or patrimonial networks) that have dominated Philippine political life since independence and between these military-backed political clans and left wing, anti-system social movements.
The pervasive political influence of the political clans and their military supporters has weakened in recent years while the once-powerful Communist Party is but a shadow of its former self.
Political parties remain weak and the military, while less politically active than in the late 1980s when coup attempts against the Aquino regime were commonplace, nevertheless, remains a wild card in the political equation.

Philippine political parties cannot be understood outside of their development in relation to the Philippines’ presidential form of government, the nature of local - central government relations and elections.
Other distinct characteristics of Philippine political parties, the shifting character of membership and leadership and the absence of ideological or programmatic differences between parties is linked to the nature of differentiation in the elite.

List of political parties in the Philippines - Wikipedia, the free encyclopedia
Political parties in the Philippines are of diverse ideologies and are plentiful in number.
Philippine Political Parties are unique; while legislative gridlocks and corruption are nothing new to governments the very impetus for the birth of the first Philippine Parties and the continuation of the same trends is one of the very roots of the problems of that government.
Many of the political parties listed below, therefore, are not really parties but clan-based alliances, with many clans having representation in several parties so as to ensure a foothold in formal political power regardless of who was most able to manipulate voters, left uneducated by dismal public education systems, the personal investment of their forebears.

Political parties constituted an essential building block in the construction and institutionalization of the relationship, and were in the vanguard of Europe's interest in events in Latin America.
European political parties' activities start from the common presumption that their role is one of external and logistic support for an essentially internal process.
European political parties, especially on the left, have also indirectly contributed to the rethinking of strategy and tactics which took place in the 1980s within Latin American socialist parties in particular, which in turn led to a shift towards social democratic ideologies on the left, and a greater possibility of consensus among the opposition.

GENERAL INFORMATION: The Philippines is not a party to the Hague Convention on the Civil Aspects of International Child Abduction, nor are there any international or bilateral treaties in force between the Philippines and the United States dealing with international parental child abduction.
Furthermore, a U.S. custody decree may be considered by foreign courts and authorities as evidence and, in some cases, foreign courts may voluntarily recognize and enforce it on the basis of comity (the voluntary recognition by courts of one jurisdiction of the laws and judicial decisions of another).
Philippine authorities advise the American Embassy that generally the Philippine courts will give custody of children under the age of seven to the mother, provided there is no evidence that would indicate that the mother is unfit to raise the child.

The CMFP study said the present political parties lack a serious program for the government and for the country as a whole that will benefit the people because they are united mainly for elections and patronage.
To strengthen the party system, the CMFP also proposed the Parliament’s approval of a Political Party Development Act, a Campaign Finance Reform Act, an Election Management and Reform Code and a Political Education Act.

 Socialist Action
To the extent that social change of any kind is left to the political parties that serve as guardians of the status quo, change becomes impossible.
The movement's most experienced leaders understood well that a united-front-type coalition with a clear, principled political focus and based on agreement on a single united mass action was a far cry from a political party that was bound to take positions on a myriad of issues.
Those who sought to transform antiwar coalitions into new political parties, or to serve as the agency for delivering votes to the Democratic Party, eventually found themselves in a tiny minority, separate and apart from the mass movement to challenge the war.
