Post-nominal letters are letters placed after the name of an individual to indicate that that individual holds a position, office, or honour.
The postnominal letters are nessessary to denote that someone is a privy councilor because in Canada holding a certain office can also allow the use of "The Honourable" title.
Honours are listed first in descending order of precedence, followed by degrees and memberships of learned societies in ascending order.

Your original premise was based on the alleged 'fact' that immigration has been increasing historically as a percentage of the population, and the census link you provide basically lists the immigrant population on separate pages for each year.
I think your point on the outliers depends on whether their position far afield can be traced to adminstration policies or other unrelated causes which are outside of government control, such as individual innovation, prudent (or lucky) investments, or executive compensation trends.
One of the problems with use of statistics is that "average" (or "mean") is not particularly informative, unless one also provides a measure of the "standard deviation." I can't remember the last time I saw a news report mention standard deviation.

As of 7PM Pacific Time on December 24th, Blog for America lists a huge number of "X for Dean" websites, of which basically none are Christian themed (there's a 'Mormons for Dean' site and a 'Progressive Christians for Dean' site, neither of which have much content).
Any of the major Democrats (other than Dean) is probably guaranteed to win at least 45% of the vote and one hundred and fifty or so electoral votes (unless, of course, there is a major third-party run).
Finally, Dean will have to be done in through one of three methods: all of the surviving Democratic candidates will endorse one candidate, one of the Clintons will step in and endorse one candidate, or superdelegates will step forward and pledge themselves.
