Executive Summary   (Site not responding. Last check: 2007-10-08)
Religious and human rights groups outside the country provided numerous reports that members of underground churches have been beaten, arrested, or killed because of their religious beliefs.
Relations between the major religious communities generally were amiable; however, public opinion and periodic media articles continued to suggest a somewhat hostile and alarmist attitude toward nontraditional religious groups, although there were fewer manifestations of this sentiment than in earlier years.
The International Religious Freedom Act prescribes a section of the Executive Summary that identifies foreign countries in which there has been a "significant improvement in the protection and promotion" of religious freedom and includes a description of the nature of the improvement as well as an analysis of the factors contributing to it.

International Religious Freedom Report 2002: Vietnam
Religious organizations must obtain government permission to hold training seminars, conventions, and celebrations outside the regular religious calendar; to build or remodel places of worship; to engage in charitable activities or to operate religious schools; and to train, ordain, promote, or transfer clergy.
Religious groups faced difficulty in obtaining teaching materials, expanding training facilities, publishing religious materials, and expanding the number of clergy in religious training in response to increased demand from congregations, although these types of restrictions appeared to be easing.
Leaders of non-recognized Protestant churches reported that they were negotiating with the Government for recognition and that police surveillance of their worship activities has declined or ended.

Even were this only a sequential connection, nonetheless it consolidates the general impression conveyed by the Qur'an that the religious roots of the Muhammadan message emanate from the Jewish prophets, and that the journey is in a sense a confirmation of this religious heritage.
Religious design may still posit Jerusalem as the terrestrial gateway to the divine world, for example, through the story of Muhammad's night journey and ascension, a tradition whose significance seems universally unappreciated.
Especially given the unique way in which Jerusalem is regarded by followers of these religious, both in terms of its role in the past as well as in terms of its status in the future, it is incumbent on the contending parties to pursue a course of convergence and harmonisation.
