In the first issue of Heads Up (October 1996), we informed states and the National Conference of State Legislatures Reapportionment Task Force members that states need to finish their Phase 1 submissions in 1996 or we may be unable to "hold" their suggested lines as we create block boundaries for use in Phase 2.
States will begin to receive their maps and files on a flow basis in January and all materials are expected to be available in April.
States will have about 6 weeks to complete their review and verification of the suggested block boundaries that the Bureau has "held".
