		States are experiencing widespread and severe fiscal difficulties as a result of the recent economic slowdown.
		The rainy day funds in states without caps or with caps of 10 percent or greater grew from 2.3 percent of expenditures at the end of 1993 to 9.0 percent of expenditure at the end of 2000.
		In states with a year-end surplus deposit rule, rainy day fund deposits were made at the end of the fiscal year, long after the decisions to raise spending or cut taxes were made.

		Wilcox suggests a further elaboration of a segmentary state model, arguing that in addition to a ritually sanctioned tribute system, the Chacoan polity added a coersive element and that the polity evolved rapidly between A. 1040 and 1140.
		He further argues that once Aztec was added as a secondary center, though one that may have soon began to challenge the ritual and political authority of the Canyon, evidence of conflict or its threat to the Canyon increases, and the Chaco polity declines and is defunct by the early 1200s.

	Chronicles of Oklahoma
		The Senecas retained this land until 1867 when the United States, in order to relocate Eastern tribes residing in Kansas, by treaty, gave to the Wyandot tribes the northern half of the Seneca reservation and to the Peoria tribes the northern half of the mixed Seneca and Shawnee reservation.

		TABOR, a state constitutional amendment adopted in 1992, limits the growth of state and local revenues to a highly restrictive formula: inflation plus the annual change in population.
		At one point, from April 2001 to October 2002, funding got so low that the state suspended its requirement that school children be fully vaccinated against diphtheria, tetanus, and pertussis (whooping cough) because Colorado, unlike other states, could not afford to buy the vaccine.
