States are experiencing widespread and severe fiscal difficulties as a result of the recent economic slowdown.
The rainy day funds in states without caps or with caps of 10 percent or greater grew from 2.3 percent of expenditures at the end of 1993 to 9.0 percent of expenditure at the end of 2000.
In states with a year-end surplus deposit rule, rainy day fund deposits were made at the end of the fiscal year, long after the decisions to raise spending or cut taxes were made.

But these leaders want religion to be the main force in Iraq and they are, dangerously from the U.S. point of view, drawn toward the theocratic populist regime in Iran.

 CHACO AS AN EMERGENT SEGMENTARY STATE
Lacking extensive political power or pervasive military control, leaders in segmentary systems may establish a ceremonial center that reinforces the authority of the leadership by ritual theater, festivals, parades, public architecture, and astronomical symbolism.
Wilcox suggests a further elaboration of a segmentary state model, arguing that in addition to a ritually sanctioned tribute system, the Chacoan polity added a coersive element and that the polity evolved rapidly between A. 1040 and 1140.
He further argues that once Aztec was added as a secondary center, though one that may have soon began to challenge the ritual and political authority of the Canyon, evidence of conflict or its threat to the Canyon increases, and the Chaco polity declines and is defunct by the early 1200s.

The Senecas retained this land until 1867 when the United States, in order to relocate Eastern tribes residing in Kansas, by treaty, gave to the Wyandot tribes the northern half of the Seneca reservation and to the Peoria tribes the northern half of the mixed Seneca and Shawnee reservation.
Expressing a desire to unite and become citizens of the United States, a treaty was made in June, 1862, whereby the lands held were allotted in severalty to the members of the tribe and a provision was made that the Ottawa should become citizens in five years.
By the treaty of March, 1842, the Wyandots ceded to the United States all their claims to land in Ohio and Michigan and accepted in exchange a grant of 148,000 acres west of the Mississippi.

This measure will amend the state constitution to read that hunting, trapping, and fishing are a "valued part of our heritage and will be preserved for the people." Opponents argued that this amendment would impede citizens’ rights to affect wildlife laws and policies in the future.
Proposition 102 would have changed the state constitution to require that any citizens’ initiative affecting hunting or game management would have to be approved by two-thirds of the voters, rather than by a simple majority.

Resolution 1080 is more than an exhortation for the solidarity of member states to pre-empt or respond to military coups.
The May 31 Permanent Council's rejection of the United States and Costa Rica's proposal for a special meeting to discuss Peru under Resolution 1080 show the caution and reticence of member states when collective action is proposed against a fellow-member.

TABOR, a state constitutional amendment adopted in 1992, limits the growth of state and local revenues to a highly restrictive formula: inflation plus the annual change in population.
At one point, from April 2001 to October 2002, funding got so low that the state suspended its requirement that school children be fully vaccinated against diphtheria, tetanus, and pertussis (whooping cough) because Colorado, unlike other states, could not afford to buy the vaccine.
