The purpose of this proposition is to stabilize spending in general, to prohibit transferring of special funds to the state general fund, and to protect school districts, cities, counties, etc. from manipulation of their funding by the state.
Unfortunately, the state legislature has used its power to redraw districts as an opportunity to draw them in such a way that not one incumbent state legislator from either party lost his/her seat in the last election (November 2004).
A largely one-time state cost, potentially in the low tens of millions of dollars, to cover the funding gap between the time when drug rebates are collected by the state and when the state pays funds to pharmacies for drug discounts provided to consumers.

Belva Lockwood is perhaps most famous as the first woman to run for President of the United States, which she did in the 1884 and 1888 presidential races, to the amusement of the press and the annoyance of many woman suffrage leaders.
National suffrage leaders, including Elizabeth Cady Stanton, Susan B. Anthony, and Abigail Duniway also objected strongly to her nomination as undermining the suffrage effort by subjecting it to ridicule and diverting precious resources of the suffrage campaign to her candidacy.
Many suffrage leaders, including Lockwood, suspected that the antipolygamy argument was often being used by those who opposed suffrage for all women to hide their true motives.

The Commission today consists of the Governors of the signatory states (Delaware, New Jersey, Pennsylvania and New York) and by one commissioner appointed by the President of the United States.

One hundred percent of relief funds will be distributed directly to local arts agencies for the purpose of assisting with their own recovery and their provision of needed services and funding to nonprofit arts organizations and individual artists, as well as to other cultural relief efforts.
In an effort to help put instruments back into the hands of children from the affected areas and surrounding states that will be absorbing the displaced students, the Foundation is providing support to school music programs in need of replacement instruments.
