The mandatory list of participants on the councils includes "parents, school board members, appropriate school personnel, and community representatives, including representatives from religious organizations." There is no fixed overall number of representatives or proportionate allocation or distribution among the categories.
Indeed, if the appointed representatives were not "leaders" in some sense and were not perceived as representing a uniquely religious perspective on the question of AIDS education, there would be no purpose to mandating the presence of "representatives of religious organizations" as a class.

In discussing the State’s interest in preventing a breach of the peace, the majority of the Texas Court of Criminal Appeals found that the protest, during which the flag was burned, did not lead [*33] to actual violence, thus obviating the State’s legitimate interest in preventing a breach of the peace.
The court did recognize that a state may prevent breaches of the peace by limiting speech, but seemed to dismiss this as a legitimate state interest in the context of flag desecration.

Amends state law to require that a grant of $1,000.00 be awarded to the parent or guardian of each public school student in grades 2 through 11 with a score of proficient or higher on all portions of the California Standards Test administered pursuant to California's Standardized Testing and Reporting (STAR) Program.
