The association, which was founded in 1933 as a national, nonpartisan organization to assist and advance state government, consists of all representatives and senators from the 11 midwestern states: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Nebraska, North Dakota, Ohio, South Dakota and Wisconsin.
HB 2391, sponsored by State Representative Constance “Connie” A. Howard in the House, could allow an individual to file a petition asking for his/her personal police records to be sealed, after which no one would have access to the records except law enforcement agencies.

The third bill (H.B. 2676) would have allowed the state to permit up to $2 million in tax credits for donations to scholarship organizations; organizations would have received credits for scholarships of up to $2,000 or 80 percent of the private school tuition, whichever was less.
The bill also would have allowed the state board of education to create rules that would affect home-school students.
The bill was defeated in the Senate on March 12, 2003, by a vote of 22 to 16.

So some psychiatrists won't use them at all while others will carefully use them if needed.
From what I've been told, as long as the patient doesn't have any seizure related issues (the reason I couldn't try it) wellbutrin is supposed to be one of the antidepressants least likely to cause the problems often associated with AD's and bipolars (mania, mixed states or rapid cycling).
If you don't mind a bit of kinda technical talk about bipolar and antidepressants, you might find this or this interesting.
