State crime legislation in 2001 also prominently included measures to address community supervision of offenders, sending fewer non-violent offenders to prison or providing options to mandatory minimum terms.

Among the changes recommended, the report states that the current capacity needs policy, as applied by the department pursuant to Section 507 of Act 101 "should be deleted." In its place, the group recommended that DEP's evaluations of permit applications should include a more comprehensive environmental assessment that addresses harms versus benefits of a facility.
The report also states that the Commonwealth "should not mandate flow control." It recommends retaining the requirement that counties provide 10 years of capacity assurance, but states that counties should have maximum flexibility in meeting that requirement, including the ability to rely on free market forces, among other things.
Consulting with state agencies is available through telephone and conference calls and services such as digital database development, data analysis, programming, applications development, digital map development and high-level research.

HEA 1380 makes a minor technical correction in existing state law covering the handling of transportation grants through the Federal Transit Administration.
