However, South Carolina is the first state to pass such legislation and, according to Cardiovascular Credentialing International, the credentialing organization for this specialty, this bill imposes more restrictions to practice as a cardiovascular invasive specialist than the current national certification guidelines and would de-certify a significant number of cardiovascular invasive specialists who now have certification.
This shift in the distribution of state funding may have been something the General Assembly considered, but at this point it appears to be an unintended consequence rather than an outcome derived by debate.
This analysis shows that tax caps alter the current education funding formula by shifting state funds away from most school districts in the state, and we believe this to be an unintended consequence that needs further debate.
