Leaders should definately be attending the services that they can.
We had training yesterday on child abuse and neglect and reporting it etc which they were meant to attend, one girl was a teacher so was already trained in it, the other girl left after 2 hours (it was a 7 hour training) to go to her husband's niece's birthday party.
Leaders don't do things when it's convenient and if you don't have the time to attend to the basics, you certainly don't have the time to be leading anyone.
