No. 98-1701: United States v. Locke - Petition
First, the existence of state regulations that conflict with international standards raises the distinct possibility that other nations that are signatories to international conventions and agreements will regard the United States as in violation of its obligations and commitments and thus take actions in response that will further undermine international uniformity.
Since those countries represent major maritime trading nations, significant allies of the United States, and leaders in establishing international vessel standards, their diplomatic protest is entitled to significant respect by this Court in considering this petition for a writ of certiorari.
That holding is fundamentally at odds with the law of preemption, and it threatens the ability of the United States to speak with one voice and to comply with its international obligations.

Such a path could lead to a future of two states, Israel and Palestine, living side by side in peace with security and dignity for both peoples and to a future of stability in the region with Israel living in peace and security with its Arab neighbors.
