State leaders had been spurred to action in 1989 by the imminent threat of a federal court takeover of the Georgia corrections system due to overcrowded state prisons and an enormous backlog of state-sentenced inmates still held in county jails.
To bring that question into focus, the state Board of Pardons and Paroles asked an independent statistical and research firm, Applied Research Services (ARS), to develop a study of what impact a 1994 parole abolition would have on the current populations of the county jails.
ARS is a politically-diverse firm with a client list that includes Senator Paul Coverdell, the Fulton County District Attorney’s office, and Central Atlanta Progress.
