In most states the congressional elections were recognized, as Jefferson strategist John Beckley put it, as a "struggle between the Treasury department and the republican interest." In New York, the race for governor was organized along these lines.
From 1793 to 1815, covering most of the existence of the Federalist Party, Britain and France were fighting a series of major wars that would become known as the French Revolutionary wars and the Napoleonic Wars.
Militia officers, state's attorneys, lawyers, professors and schoolteachers were in the van of this "conscript army." In all, about a thousand or eleven hundred dependent officer-holders were described as the inner ring which could always be depended upon for their own and enough more votes within their control to decide an election.

In 1793 there seemed to be three types of yellow fever cases: those who took it lightly and suffered some ill effects for a day or so; those who died within the first three days; and those who took a decided turn for the worse after the third day or so.

The United States Constitution, federal laws, and treaties are considered to be the "supreme law of the land." The judges of every state are bound by it, regardless of anything contrary in individual state constitutions or laws.
In reference to Pennsylvania, the word "commonwealth" is synonymous with "state." The term is of English derivation and implies a special devotion of the government to the common "weal," or the welfare of its citizens.
Interestingly, the state seal of Pennsylvania does not use the term, but as a matter of tradition it is the legal designation used in referring to the state.

As early as 1785, he and fellow members of the American Philosophical Society discussed a plan to undertake the exploration of the Missouri River region, but these attempts fell prey to a variety of logistical problems, not the least of which was the political situation in the northwest.
The resulting subscription list is the only document known to have been signed by each of the first four Presidents of the United States.
