We are led to understand that certain rogue states sponsor terrorists through money, goods, and land, but terrorist groups do not act formally on behalf of and certainly not as citizens of such states.
Nation states collectively considering such principles may nevertheless find themselves unable to reconcile differences, in which case a declaration of war may become for a state its only perceived means of securing and/or maintaining its interests.
For, though it be true that a state in sponsoring terrorism abnegates justification for its violence by not acting on behalf of citizens' welfare, it obviously does not thereby abnegate responsibility.
