The importation of slaves into the United States was banned on January 1, 1808; but not the internal slave trade, and the involvement in the international slave trade or the outfitting of ships for that trade by U.S. citizens.
Northern leaders like Lincoln and Chase had viewed the slavery interests as a threat politically, and with secession, they viewed the prospect of a new slave nation, with control over the Mississippi River and the West, as a militarily unacceptable impossibility.
