In 1866, ten of the eleven Confederate states refused to ratify, but the Military Reconstruction Act, passed by Congress on March 2, 1867, required all seceded states to ratify the amendment as a condition of their readmission into the union, and to extend the right to vote to the freedmen.
In 1868, the required number of states ratified the 14th Amendment which declared that all persons born in the United States (except Indians) were citizens, that all citizens were entitled to equal rights regardless of their race, and their rights were protected by due process of the law.
Representation is proportional to each state's population in the House of Representatives while states have equal representation in the Senate.

The 15th Amendment to the U.S. Constitution was ratified in February 1870 to provide that the "right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude."
The laying of the cornerstone at Washington Square on October 20, 1870 was celebrated by students and community members and leaders of the City of San José and State of California.

To this day, the most provocative pub- lic symbol in the state of Montana is a set of numbers—3-7-77—whose meaning is a complete and utter mystery to everyone living there.
Hosmer’s exoneration of the vigilantes may be explained in part as a matter of prudence, since two of their leaders, James Williams and Thomas Baume, were sitting before him as members of the grand jury.
