	Alabama Governor George Smith Houston
		Alabama was eager to fund the railroads, which brought the state to the brink of bankruptcy.
		The new constitution was marked by the outlawing of loans by state, county, or municipal governments to private business and by prohibiting the building of railroads by the state government.
		Stewart states that by the end of Houston's second term, he managed to reduce taxes and bring state expenditures under control.

	The Constitution of North Carolina
		Following the precedent established in amending the United States Constitution, the 1835 amendments were appended to the Constitution of 1776, not incorporated in it as is the modern practice.
		Approved by the voters in 1980, it required that all justices and judges of the State courts be licensed lawyers as a condition of election or appointment to the bench.
		An amendment to shift the elections for state legislative, executive, and judicial officers and for county officers from even-numbered to odd-numbered years (beginning in 1989 for legislators and 1993 for Governors and other state executives) was submitted by the General Assembly of 1985 to the voters, who rejected it on May 6, 1986.

		Delegates from the smaller states opposed direct election of the President because they feared that such an election would be dominated by the larger states.
		The concern of the smaller states was ameliorated because most delegates firmly believed that the Electoral College would rarely produce a President; that election would ultimately be thrown to the House of Representatives where the power of the small states was guaranteed because each state, regardless of size, would have one vote.
		These votes will then be certified by state authorities and sent to Washington where they will be opened and counted by the President of the Senate in the presence of all the Senators and Representatives.

		His reputation caused him to be thought of as one of the party leaders in the house by the end of 1873, and during the Brooks-Baxter War, Berry was chosen as speaker of the house.
		In 1876, he was chosen as chairman of the Democratic state convention, and in 1878 he was elected judge of the Fourth Judicial Circuit, where he served until 1882, to run for governor.

		This exhibit, two years in the making, is an unbiased documentation of the battle for and against drink in Arkansas from its earliest beginnings in the 18th century when Spanish commandants at Arkansas Post restricted trading liquor with the Quapaws.
		At first these restrictions produced widespread resentment within the tribe, but Quapaw leaders came to support prohibition as the chiefs noted the harm that liquor caused their people.
		The first local state chapter was formed in Monticello in 1876.
