In all criminal prosecutions the accused has the right to be heard by himself and counsel; to demand the nature and cause of the accusation against him; to meet the witnesses face to face, and to have compulsory process for obtaining witnesses in his favor.
Emigration from the State shall not be prohibited.
In cases of treason, he shall have power to grant reprieves until the end of the next session of the General Assembly, in which the power of pardoning shall be vested; but he shall have no power to remit the fees of the Clerk, Sheriff or Commonwealth's Attorney in penal or criminal cases.

Lists of lobbyists can be found by using lobbyist "brokers" such as Multistate Associates and Stateside Associates, although these organizations charge for such services.
Most state legislatures work on a part-time basis, so the chapter should consider structuring its contract with the lobbyist based on the days or months a legislature is in session instead of a yearly contract.

By 1891, the elites from the largest and strongest states wrested control of the new Republic from the military and framed a constitution that guaranteed a decentralized, federal republican structure that accorded the states even wider latitude than did US federalism from which it drew its inspiration.
Under corporativist law membership in interest groups is compulsory; interest groups are recognized by the state; they are granted a representational monopoly in their area of competence; they are funded by the state; and the state can intervene in the internal organization of the group to remove leaders or prohibit strikes.
The size of each state’s delegation is determined in proportion to its population but the constitution establishes a minimum of 8 and a maximum of 70 deputies for each state.

Macdonald led the Conservative Party for 24 years (1867 to 1891) and was prime minister for most of those years (1867 to 1873, 1878 to 1891).
Macdonald oversaw many changes in the 1850s: the state assumed responsibility for social welfare, standards were set for government institutions and places were constructed for the poor who had no means of support.
Macdonald was given a state funeral and is buried in Cataraqui Cemetery, near Kingston.
