Correspondence between Perkins and national leaders in eugenics during his years as president of the American Eugenics Society (1931-1934), reveal the internal tensions in the American eugenics movement during its the transition from the "old" or "mainline" eugenics to the "reformed" eugenics advocated by the AES after 1935.
The files document in detail the manner in which personal information on particular families was collected and shared without their knowledge both within the state and between institutions in neighboring states.
Its purpose was to conduct eugenical studies of Vermont families and communities and publicize its findings to support a broad range of social reforms in the state, particularly in the areas of child welfare, education, and charities and corrections.

State Welfare Secretary Alice Liveright testified in a statewide unemployment-relief hearing that about half were unskilled laborers, but eighty-five glass workers and two hundred coal miners were also counted.
Two-thirds of the total were under age forty, married, with three or more dependents (more than one hundred supported families of seven or more), representing a total of 4,292 dependents—and Liveright noted that this figure approximated the population of many small Pennsylvania towns.

The movement also has roots in Houston, where Azusa leader William J. Seymour, a fl, one-eyed preacher, first heard the Pentecostal message sitting in the hallway outside a segregated classroom in 1905.
That he did it as a fl man during the Jim Crow era of segregation and racism, is nothing short of miraculous.
In October 1906, Seymour was proud to host Parham, the father of the Pentecostal doctrine, but the mentor, an avid segregationist, was aghast at the intermingling of races, as well as the feverish proceedings, which often found churchgoers banging on tambourines and running up and down the aisles.
