Folsom's first term in office was also marred by a paternity case and accusations "of scandal, misconduct, and corruption in various state agencies under Folsom's control or the guidance of his associates." He achieved some of his goals: increased funding to aid education and the elderly as well as road improvements.
Folsom failed to engineer the changes in state government that would extend voting rights and other components of a democratic society to fls, poor whites and women.
