 The Constitution of North Carolina
Following the precedent established in amending the United States Constitution, the 1835 amendments were appended to the Constitution of 1776, not incorporated in it as is the modern practice.
In the General Assembly of 1961, the proponents of court reform were successful in obtaining enactment of a Constitutional amendment, approved by the voters in 1962, creating a unified and uniform General Court of Justice for the State.
An amendment to shift the elections for state legislative, executive, and judicial officers and for county officers from even-numbered to odd-numbered years (beginning in 1989 for legislators and 1993 for Governors and other state executives) was submitted by the General Assembly of 1985 to the voters, who rejected it on May 6, 1986.

When the defendant head of state is a national of a state party to the treaty, head-of-state immunity is not really abrogated; rather, the state that holds the immunity has merely waived it in advance or delegated its power to try its own leaders.
In the United States, the distinction between the law of head-of-state immunity and the law of state sovereign immunity began to be gradually recognized in the second half of the twentieth century.
Verifying that it is irrelevant whether a leader actually exercises de facto control, the court asserted that head-of-state immunity extends to the person that the executive branch recognizes as the legitimate head of state.

Secrecy and bureaucratic inertia kept this historic study hidden in State Department vaults for nearly 35 years, until Freedom of Information Act requests by Clemson University professor Edwin E. Moise and the George Washington University's National Security Archive forced the release of the bulk of the study in November 2003.
In late 1968, Thomas L.
