However, the United States sought in 1970 to foment a military coup in Chile; after 1970 it adopted a policy both overt and covert, of opposition to Allende; and it remained in intelligence contact with the Chilean military, including officers who were participating in coup plotting.
United States covert efforts to affect the course of Chilean politics reached a peak in 1970: the CIA was directed to undertake an effort to promote a military coup in Chile to prevent the accession to power of Salvador Allende.
In his 1971 State of the World Message, released February 25, 1971, President Nixon announced: "We are prepared to have the kind of relationship with the Chilean government that it is prepared to have with us." This public articulation of American policy followed internal discussions during the NSSM 97 exercise.

Their leaders would justify repeated military interventions as efforts to "moderate" politics or stop governments (even elected ones) from becoming too radical, generally meaning "left-leaning." Beginning with the removal of the monarchy in 1889, the army became the ultimate arbiter of Brazilian politics.
Military leaders also note that it is not their prerogative to set policy but, rather, to respond to civilian orders.
Army leaders perceive (probably correctly) that social development roles help the institution appear as "a friend of the people." Another perception is that carrying out tasks that have concrete and immediate social utility helps boost the morale of soldiers at a time when the identity and direction of the institution are unclear.

District stretching from Athens to Augusta to Savannah, to guarantee a minority candidate won the seat, which interestingly did not happen in spite of the deck being stacked in 2002 and 2004.

In most states the congressional elections were recognized, as Jefferson strategist John Beckley put it, as a "struggle between the Treasury department and the republican interest." In New York, the race for governor was organized along these lines.
Militia officers, state's attorneys, lawyers, professors and schoolteachers were in the van of this "conscript army." In all, about a thousand or eleven hundred dependent officer-holders were described as the inner ring which could always be depended upon for their own and enough more votes within their control to decide an election.
Those states were competitive and had the best-developed local parties and most elaborate campaign techniques, including nominating conventions and formal party platforms.

On December 17, 1965, the U.S. Embassy in Djakarta transmitted to the Department airgram A-398 that contained as enclosures lists of the PKI leadership and a compilation on the fate of PKI leaders.
The first was an unclassified list of the PKI leadership bodies (Politburo, Central Committee, Central Control Commission, Central Verification Commission, and Secretariat Central Committee-PKI) with the names of their members as they existed in May 1965.
The second list described the whereabouts of 18 PKI leaders of which all but 2 were either dead, arrested, or believed to be arrested.

As you know, the State Department's Historical Advisory Committee (HAC) is charged by Congress with the responsibility of advising the Secretary of State regarding the Foreign Relations of the United States series.
While we do not accept the author's accusations that State Department historians consciously suppressed documentary evidence of U.S. government policy regarding covert involvement in that region, it is evident from the official historical record (Congressional hearings) that the United States used the CIA for such purposes in the Congo.
The State Department's Historian's Office raised the issue of the shortcomings of the Congo volumes with the History Staff in the Agency's Center for the Study of Intelligence in December 1996 when the critical reviews first appeared.

United States (1951) the Court upheld the conviction of eleven leaders of the Communist Party who were charged with teaching and advocating the overthrow of the government.
Some states required only a signature from the voter; others requested that applicants complete long and difficult registration forms; still others required citizens to read and explain a passage from a state constitution, statute, or other document before election judges (who were prone to make far harsher demands on Blacks than Whites).
In addition to residency and registration requirements, the various states have other miscellaneous restrictions-denying the vote to inmates of penal institutions, to the mentally ill, etc. Moreover, even when they go to the polls, perhaps as many as four million Americans have their ballots thrown out by election judges because they are improperly marked.
