 North Carolina County Government
In the exercise of ordinary government functions, [counties] are simply agencies of the State, constituted for the convenience of local administration in certain portions of the State's territory, and in the exercise of such functions they are subject to almost unlimited legislative control, except when the power is restricted by constitutional provisions.
Mecklenburg County, [198 N.C. 880 (1930)], the court stated that "the weight of authority is to effect that all the powers and functions of a county bear reference to the general policy of the State, and are in fact an integral portion of the general administration of State policy.
Historically, the primary purpose for erecting a county was to serve state purposes and to perform state functions in a given area rather than to serve the purposes of a particular geographic community.

In 1971, the dairy cow was added to the list of state symbols, becoming Wisconsin's official "domestic animal." This action was a logical one, as Wisconsin promotes itself as America's Dairyland.
Because of the number of different purebred cows in the state, each year the Secretary of the Department of Agriculture, Trade and Consumer Protection is required to establish an annual rotation among the state's breeds.
Cranberries are grown in 20 of Wisconsin't 72 counties, primarily in the central part of of the state.

Alabama was eager to fund the railroads, which brought the state to the brink of bankruptcy.
The new constitution was marked by the outlawing of loans by state, county, or municipal governments to private business and by prohibiting the building of railroads by the state government.

 The Constitution of North Carolina
Following the precedent established in amending the United States Constitution, the 1835 amendments were appended to the Constitution of 1776, not incorporated in it as is the modern practice.
At the election held on November 3, 1970, the proposed Constitution of 1971 was approved by a vote of 393,759 to 251,132.
An amendment to shift the elections for state legislative, executive, and judicial officers and for county officers from even-numbered to odd-numbered years (beginning in 1989 for legislators and 1993 for Governors and other state executives) was submitted by the General Assembly of 1985 to the voters, who rejected it on May 6, 1986.

 State: List of budget 'turkeys' a record
TaxWatch president Dominic Calabro said it was the largest list of turkeys -- 528 projects worth $288-million -- that his group has seen since it started combing the budget for questionable spending projects in 1983.
Although the state will pay a projected $3-million in operating costs over four years, the Salvation Army is putting up $5-million in construction costs.
Calabro noted that legislative leaders have a disproportionate share of the state's total in pet projects.
